The big difference now is that the new Iraqi government will be much more responsible in spending the revenue.

Do you mean the American interregnum? I can believe that. They'll be auditted to a fare-thee-well.

Do you mean the next all-Iraqi government? Well, one can hope. But "will be" is a very optimistic view. If you plan for the best, what do you do when people turn out to be imperfect?
