The energy deregulation framework (that Brosz repeatedly calls a "dog's breakfast"), was put in place by the prior gubernatorial administration (aided and abeted by a Democrat-majority legislature). This was headed by Governor Pete Wilson who has publicly taken credit/blame for the whole thing.
It may be debatable whether Davis handled the crisis as well as humanly possible, once it appeared. It is absolutely clear that he did not cause it.
