"In the end, all of us space enthusists have to face a certain harsh political reality - there is no pressing need to do any of these things. Without the political will to commit the necessary resources over an extended period of time, it simply isn't going to happen. You can cite advocacy group polls all you want, but it matters for nothing until governments are serious to commit serious resources. So far, there's no sign of that happening anytime soon."

It seems to me that 15 billion dollars per year is serious resources and when you consider at least 1/2 the budget is going toward the manned related aspect, it's not the lack of tax dollars but rather it's NASA not spending these resources wisely.
It seems to me that NASA's budget could be increased, if the added money would be used more effectively. I don't think it's worth spending an additional billions of dollars per year if these monies are going to be used to further damage the private sector. I think the record clearly shows that both the Shuttle and ISS has damaged the private sector- rather than doing anything to significantly assist it. We have a situation of a govt agency over the decades which has spent hundreds of billions of tax payer money which has had no positive affect.
I think that if NASA's budget was to simply be significantly increased, there is no evidence to think it would improve the situation. I would say it's not a matter of resources, but rather a lack of intention to serve the public's interest.
