Work the numbers

The payload capacity of the currently existing launch fleet is adequate to support the establishment of man tended Moon based astronomical facilities, and its servicing, via this architecture:

The question is whether the use of hypergolic fuels or peroxide/alcohol fuels in this architecture would be more practicable and lead to greater future benefit at a lower cost.
