What part of "there are other important goals" that you don't understand?

You've got target fixation on going to Mars. To hear you say it, if it isn't absolutely necessary to do something in order to go to Mars, then it shouldn't be considered.

Like item 11 says, "there are other important goals for exploration of the inner solar system that will advance our scientific understanding and allow the United States to develop and demonstrate capabilities that will be needed for the scientific exploration and eventual settlement of Mars."

Mars isn't the be-all and end-all of space. Look beyond your target fixation and see that other missions are both desirable and are not mutually exclusive with eventually going to Mars. The fact that we can do these other things and reuse those capabilities to go to Mars is what the author is stating and the point that I agree with. Do we absolutely have to do those things in order to go to Mars? Perhaps not. But by doing those other things, you can ultimately make going to Mars a more reasonable proposition with a greater chance of success.
