They are all doing the same thing. Businessmen don't care where the money comes from. Burt Rutan (Scaled Composites) has built many aircraft using both commercial and government money. The White Knight looks alot like it's predecessor Proteus, a high-altitude atmospheric research aircraft that was sponsored by NASA's ERAST program. Currently Scaled Composites is building RASCAL for the US military. His brother retired Lt. Colonel Dick Rutan, USAF, is a test pilot for X-COR, the company building the EZ Rocket, and who bought out Rotary Rocket's assets and patents. Tom Brosz can probably shed even more light on the intricacies of this 'big happy family'. They are also somehow connected with Starchaser, an X-Prize contender....
Superficial. All points show a heluva lot of government money.

- Huh? Boeing has lobbied AGAINST tax incentives, and COMPETITIVE prizes. It hired Ms. Druyun (a corrupt Air Force contracting official) before firing her last week, too.
