MY REPLY: No. What I am saying is that Mr. Hussein's apparent lack of full cooperation was driven by something other than an interest in hiding WMD's. That doesn't excuse his lack of cooperation. It only explains why he behaved in the manner that he did...he did not have complete documentation of disarmament and some locations inspectors wnated entry to held other kinds of secrets completely unrelated to WMD's.
