South Africa had no problem with U.N. inspectors, and certainly they had security issues like any other nation.
Iraq dragged its feet the whole way, obstructing, lying, concealing, destroying documents, moving facilities, removing files, and diverting inspectors. At some point any reasonable person would suspect they were hiding something.
And Saddam saying he had no WMD is not that useful coming from someone who has lied consistently about it in the past.
It will be interesting to see how Libya handles the same situation.
