It goes without saying that one scenario that would satisfy all the inconsistencies is if Saddam did have WMD or production systems, lied about it like he had done for years, and successfully concealed or destroyed them in the month or so before we attacked. In fact, if you are objective at all, and take Saddam's history into account, this is the scenario that actually makes the most sense.
