Clinton didn't want to waste money on Space Exploration
FBC was simply an excuse to spend less money of Space Exploration (ISS has very little to do with Space Exploration). Dan Goldin played the sychophant by enabling Clinton to cut NASA's budget down to the bone and jettison most of its old NASA talent through buy outs and forced retirements. While gutting NASA, Goldin used FBC as a fig leaf to mask this dreary process. Unfortunately for Goldin, the fig leaf fell away with MPL, Mars Climate Observer and latter with Columbia.
