Gemini was designed and built in parallel with Apollo. The things learned with Gemini and used on Apollo were not primarily hardware.
As I've said before I'm pretty sure the incremental approach will not work. STS and ISS are part of a supposed incremental approach to a return to the Moon and manned exploration of Mars.
I find in amusing that you trash NASA yet would willingly let them run this incremental Moon Program which will eventually someday lead to a Mars manned mission "when we have learned what we need to know". Their "incompetent" but will suddenly change because they will have your goal as their's.
