no one seriously believes that gnp is proportionate to threat.
Libya and NK come to mind today.
The PLO is miniscule compared to Israel.
Japan was far smaller than the US before Pearl Harbor.
It is what madmen who control a GNP want to do with it.
Castro, speaking of madmen, has stated publicly he pressured the USSR to attack the US with missles on the island in 1962.
