If that's true, then why has the US gone to war at all?
Going to war based on a guess?
I'm sure US historians will find this morally repulsive.
It's like storming in someone's house (having beeing tipped about the presence of weapons, there), killing the occupants, children as well, only to discover there were no weapons.
War is far too serious a matter to be left on guesses.
