Roundtable Discussion - Input wanted

I am going to be presenting a plan to President Bush and later the members of Congress. This plan is basically a legislative item regarding US Corporations and US employment. We all know about the drain of jobs to India in the tech and communications sector. I have a plan on how to stop this and the loss of $$$ to foreign countries this represents.

Here are my arguments:

The US corporation relies primarily on US customers. When jobs are shipped overseas - corporations, while saving money in the short run, are dooming their companies in the long run as this capital is sent out of the country never to return. The nation is best served by US corporations with primarily US employment. I propose a tax deduction of (?%) for US corporations that maintain (95?%) US employment throughout the tax year.

This should appeal to both the Corporate Board members and stockholders and equally thrill the unions and employees. (well, not the Indians) It is a win win scenario that should easily pass in both houses of Congress.

Corporations save money and by producing more high paying jobs in the US, the government collects more money from incomes and ever-more profitable corporations.

This is a diverse board across a wide spectrum of jobs and sectors.

What would you suggest?

What flaws do you see in such a legislative item?

Would you support legislators and/or a President who promised to get this passed quickly?

Like to hear some ideas...
