It's called corporate tax breaks for companies based in a certain state/city.
The issue with IT jobs scooting across the planet to India, though, I think is being fueled by backers dropping out on corporate CEOs, and this is stemming from the Ebbers and Sulivan fiasco at MCI/WorldCom. At the time, fully 40% of internet traffic passed through WorldCom-owned/maintained servers. Dunno what it is today, as I am no longer affiliated with the company, but 40% of the internet -- worldwide -- was put on notice. American IT corporations simply cannot be trusted, and once you lose trust, you find it's a long climb back.
The India jobs will be back, as the Big-3 in Detroit can attest, but it won't be for a couple decades at least.
As for CEO/COO/CFO infidelities with corporate funds, they should each get federal life sentences -- without chance for parole.
Just my thoughts,
Dan
