Worker's comp costs in California are ruinous.
It has become a favorite habit of politicians, rather than increase government spending on a favorite program, to "mandate" that private companies cough up for it. Politician gets the brownie points, and no hit on the government budget. What's not to like? For the politician, at least.
In California, the problem isn't jobs moving overseas, it's jobs moving to Nevada and Arizona.
