Loophole in the wording
But no person constitutionally ineligible to the office of President shall be eligible to that of Vice-President of the United States.
1. No person shall be elected to the office of the President more than twice, and no person who has held the office of President, or acted as President, for more than two years of a term to which some other person was elected President shall be elected to the office of the President more than once.
The problem is that they use the phrase "elected to the office of presidnet". If Clinton were to run as VP, then he would not be elected into the presidency but the vice presidency. And if the President were to be incapacitated, he would take his place automatically and not by election.
The fix would be to rephrase the first with:
But no person constitutionally ineligible to be elected to the office of President . . .
or to the second:
No person shall hold the office of the President more than twice, unless his first term was held for less than two years
