Good grief
Mr. Bush claimed there were hundreds of tons of the stuff laying around. This is one remnant shell left over from the Iran-Iraq war of the 1980's. It was probably an old dud picked up from the battlefield. Whoever intended to use it probably had no idea as to its contents.
You and others here are grasping at straws. Not even the Bush administration is willing to claim that this is some sort of tip of some iceberg.
