Based on statements made by 911 commissioner Slade Gorton, it is my understanding that the phrase "no collaborative relationship" referred specifically to the 911 attacks. It is not a denial of "ties, links, relationships or connections" between Iraq and Al Qaeda.

According to Gorton, the distinction should be made clear when the final report is released.
