Given Iraq's record over the past few decades, including attacking two bordering nations, use of WMD in war, annihilation and attempted annihilation of entire ecosystems, attempting two consecutive nuclear development programs, attacking Israel when the U.S. attacked Iraq, and the murder of hundreds of thousands of its own citizens...
I think we should upgrade Iraq to at least "mostly harmless."
