It was obvious France was not going to approve an explicit resolution authorizing force under any circumstances. Legitimate efforts were made to compromise with France on that issue. Waiting further on France would have been pointless except to give them veto over taking action.

Your conjecture on Saddam is ludicrous. What is your explanation for his obstruction of inspections if he did not wish to preserve part of his program? His military was weakened after GW1, but he rebuilt it substantially with illegal oil sales.

Terrorists aren't breed they are brain washed. The US is not the one doing the brain washing.
