France sold Iraq lots of weapons in the 1980s
For example, in 1987, the USS Stark was hit by a French built Exocet missile. Those missiles were launched from a Mirage F-1, a French built fighter and attack plane.
When the Coalition forces began military action against Iraq in 1991, the Iraqi Air Force consisted primarily of fighters built by the Soviet Union. There were also small numbers of Soviet built bombers and transports. However, according to this source there were 94 French built Mirage F-1 fighters and quite a few French built missiles.
