The statistical Hoover comparison is a silly one, going solely by the concept that there were fewer payroll jobs at the end of Hoovers term than at the beginning.

This is a graph of the unemployment rate since 1948 (as far back as the statistics page goes):

As you can see, other presidents hit some rough spots, too. A little perspective is useful here.
