"Iraqi officials said about two-thirds of the Iraqi deaths were caused by multinational forces and police; the remaining third died from insurgent attacks. The ministry began separating attacks by multinational and police forces and insurgents June 10. "

It would appear that whatever battle that involves the "insurgents" fighting rather "insurgents" to doing some car bomb or mortar attack it appears to count the civilian death on the coalition/iraq police ledger.
This of course is a completely screwy way to account for deaths due to coalition/iraqi police action. It assumes that "insurgents" bullets never hit civilians. Now, it does mention that fact that the "insurgents" are operating from areas in which their are civilians. Add to this the fact that these "insurgents" don't wear a uniform- and coalition/iraqi forces do wear uniforms- the balance of blame for all civilians death should be placed upon the "insurgents".
And also in a population of 20 million lots of people will die from things completely unrelated to war- car accidents, murder, etc. I want to see a number showing the total mortality in Iraq and a breakdown of the causes of these deaths.
And on the US miltary side of things if the estimate of "insurgents" is say 1,000, then if more than 1,000 Iraqi are killed then that of course indicates that if you had an accurate estimate then the rest HAVE TO be civilians.
So what is needed is accurate estimates of "insurgents" in areas which are attacked and how "insurgents" numbers are changing over time and in the areas in which combat operations are taking place.
