What's funny though is that I can absolutely see Tom's argument about benefit creep. It's a known phenomenon and something to worry about when adding levels of government. I think the creep happened long ago though and was inevitable unless we wanted to be a country that turned away sick and dying people from care. Your analogy was right on.
