An orbital shade casting a shadow on a hurricane should kill it, or at least weaken it. Hurricanes feed on heat in the atmosphere and water. Cool it down and it should dissipate.
I wrote a short story back in the 1980’s that Asimov magazine almost published. It was about a scientist that was trying to stop hurricanes. Instead, he accidentally creates a super hurricane that destroys Cuba. This pissed off the USSR. The scientist realized his mistake and found a way to stop the storm, but the US government, fearing retaliation from the USSR, forces him to leave this super storm alone and let it hit America. Things get interesting from there.
I wonder if I could rewrite it for the present. It worked well having the storm wipe out Cuba and thus getting the USSR involved.
