As far as I know, nuclear fuel taken from power cores for reprocessing is hideously radioactive. "Diverting" it without a lot of technogical infrastructure would be no piece of cake.
There are tremendous losses involved in transmitting power over long distances. There's a reason most of our power plants are located near population centers. Sea power is a valid solution for some areas, as is solar, wind, and many other options. Not only are they environmentally more sound,* but they take some of the slack in our power needs. But it's going to be a long, long time, if ever, before they take over a significant part of the enormous power needs of the civilized world.
*although I'd bet money environmentalists come after the Sea Power people for "messing up the balance of the oceans."
