You are quite right about a cultural shift away from risk taking. You are wrong that it matters. We have plenty of people willing to take the risk. A lot of them are called astronauts and most of them don't dome from poor disadvantaged families. KSR is a righter of fiction clearly divorced from reality in several areas although an insightful and good hearted man nonetheless.
