What A Load
The South and the North rebelled in 1991 and were squashed. You have absolutely zero basis for claiming they didn't want to revolt or weren't willing to revolt against Saddam. They were unable to get the job done.
We encouraged that revolt. Not helping them by enforcing no fly rules on helicopters was a huge tactical and moral blunder by GB1 IMO. One I'm glad GB2 corrected, just as GB1 corrected the past mistake of US support for Saddam.
