In 2003, Saddam Hussein was a pathetic, toothless dictator. He had spent the prior ten years building palaces and erecting statues of himself rather than maintaining a military force. He had no airplanes worthy of flying and his motorized calvary was essentially non-existent. His forces were disorganized, poorly trained and held questionable loyalties. Most importantly, he no longer possessed the weapons of mass destruction he used against his own people in the 1980's. The Kurds to the north were already living in effective independence from Baghdad. It was only a matter of time before the Shiite majority took him from power.
