I'm sorry. Maybe you interpreted "The best way to do that is to regulate the weight and horsepower of non-freight vehicles." differently than I did.

I live in a nation where a large portion of the population sees absolutely no difference between the concepts of "a good idea" and "mandatory under penalty of law." Pardon me if I've gotten a bit defensive about it.
