Simpler solution

The distances between technological civilizations are too vast for frequent travel -- perhaps for ANY travel. Even at conceivably attainable speeds of a couple of percent of the speed of light, such trips would take thousands, or even millions of years each way. There does not seem to be much of a reason for any civilization to make that effort and suffer the huge costs involved.

Communication by highly focussed visible light lasers would accomplish much the same results as actual travel and at a tiny fraction of the cost and a great reduction of round-trip time. Let the lasers do the walking.
