SO, the CIA waterboards 10 of the Badguy's agents, forced to do it because it wants to find out what the Badguy eats for dessert.
It is not bad behavior for the CIA because the Badguy forced them to do it.
That's how America can behave as badly as the worst and still think it is a leader in human rights.
