First, Emperor Hiro Hito was also allowed to stay at his place after Japan surrendered.

Then, don't forget Iraq surrendered (signed a paper recognizing it was no more occupying Kuwait and recognized it wasn't going to invade it again).
These were translated in the form of UN resolutions and in order to invade Iraq, the US needed another resolution but lost patience and invaded anyway.
