asbestos would have been blown off just as easily as the foam insulation and still exposed the steel. Most skyscrapers use a concrete core and concrete columns which protects the structural steel inside it from fire. If I remember right, WTC's design was to be coreless and columnless to maximise the useable office space, which in the end proved to be fatal.
