Second, the speech was given on February 27, 2003, just a few weeks before the war began. Sure sounds like an afterthought to me, after a couple of years of planning the invasion. A cynic might even suppose that it was PR to put a happier face on it as a response to widespread opposition. Of course I'm not a cynic, but I can understand how a cynic might see it that way.
As for my general premise about the almost infinitesmal percentage of Bush Administration public statements that gave installation of democracy as the reason, rather than repeat what I've said on the other branches of this thread, I'd refer you to my posts to Tom just above.
