The "leadership position" we had before Bush was largely people like Clinton basking in what he imagined to be the adulation of the world, and nations opposed to us playing it for all it was worth. See: North Korea.

The main difference now is that nobody's pretending any more. It's critical to remember that the 9/11 attacks were planned before Bush was ever elected.
