I realize this feeds your all-consuming fantasy of "it's all Bush's fault," with its comforting corollary of "our guy would have made it all better," but Iran has been cooking along nicely on its nuclear program, helped by Pakistan and others, since the 1980s at least.
Diplomacy under recent Democratic adminstrations largely consisted of Democratic leaders leaving big, public meetings believing they were the most popular guys in the room, while their backs were covered with "Kick Me" signs.
Did anything actually change after they were done?
Only difference now is that countries that have hated us for years aren't pretending any more.
