In my town we have a rather notorious boat lauching site with a public facility thereon. This facilty has been the focus of more than a few "liasons dangeroux." Written on the walls of the facility are the names and telephone numbers of numerous people (male and female) bearing the legend, "For a Good Time, Call....."
I would probably expect the same sort of result from a public project proposed to benefit non-corporate America from Bush that I would expect from calling one of those numbers.
However, I would not be surprised to hear of a rest room in Crawford giving Karl Rove's name and number suggesting a good time for Republicans only. (Good times are like maturity in that they are generally subjective interpretations.)
