Actually..........

A very large part of RR development was due to government subsidy. Here in Florida the state gave 2,000 acres of land for each mile of RR build. This was the sole reason for Henry Flagler to build out from Palm Beach and go to the Keys with his Fla East Coast RR. There was nothing in Miami and certainly nothing in Key West to justify building a RR---except for the State of Florida grant. North Florida is criss-crossed with small RR lines (of all different gauges put in prior to standardization). Henry Plant build his RR on the West Coast and use the award land to provide additional financing for the Plant Hotel (now the U. of Tampa).

Business has always gone to bed with government and will always try to reach a symbiosis---er mutual advantage in Republican newspeak. And if business had to spend a little to get a lot, this is simply good investment stategy.
