Ever notice that when he goes swimming, he puts on a swimsuit that covers his whole body?
Daisy Duck, in early versions, had no pants either, but somehow her bottom assumed kind of a "bloomers" configuration around her legs.
In more recent versions, she is sometimes seen fully dressed, and has adopted a modern, even "hip" appearance, although her standard look still seems to be "pants free."
(bloody Tripod)
Donald is, for the most part, permanently stuck in that damn sailor suit.
However, in the recent "Quack Pack" series, where his nephews are now adolescents on skateboards wearing modern teen clothes, and Daisy is even spiffier, Donald seems to enjoy a change of clothes (a Hawaiian shirt?). He still talks like someone put a vice-grip on his larynx, while Daisy has a normal female voice.
