I don't know what it means, but here in Houston, where summers are usually 100+ and dry, it has been a mild and wet summer. I don't think we have even hit a 100 yet. Of course, we got to get through August.

Follow the High Pressure, which is controlled by the jet stream. Where ever that Summer High is, it is going to be hot.
