Compare the work the MER's have done in years to what humans could have done in months. Even Squyres who is please as punch admits there's a huge difference. I calculated it once for Sojourner and it was hugely in favor of humans. It's flat out obvious a human could have collected far more samples in far less time. Even a human on a Mars version of an ATV would have covered far more ground. Now the MERs have accomplished far more per dollar, but they are still constrained by the instruments they landed with and moved on rather than change investigation tactics to respond to what was found and learn more. It is also obvious there are places in victoria of potential interest that it can't go and a human could. Any dollar or time value divided by 0 is infinitely more effective.
The initial point stands. Robots won'tm go there with any complicated package or the ability to return samples any time soon.
