There is probably truth in some of the things you pointed out but you're dealing with the governmental scope in terms of cooperation. Fortunately, as in the United States, the government officials involved in all the corruption you speak of make up just a tiny percentage of the total population of the world. When I say we need assistance from other countries, it includes the guy in the street that still has a sense of right and wrong and knows in his heart that a nation like the United States, when not trying to rework the rest of the world in their image, is basically a good, just, and giving society and doesn't deserve to have airplanes flown into it's highest towers. We had the sympathy of those people on September 12, 2001.
Good intelligence comes also from that (and I cringe at the use of this term) moral majority. If those people no longer exist in this world then we might as well just hang it up and nuke ourselves. The problem is that we're rapidly trying to dry up even that resource with our unprovoked wars. Even if we have some obscure justification for waging preemptive war on another country, it doesn't look ethical and moral to those people we need desperately to believe in us.
But of course, if they're THE ENEMY as well then there's a few too many to kill don't you think?
