Here's an idea.

Run the column, and the term "tactical leeway" past your relations in Iraq, and get their views on it, and probably a pretty good definition of the term you're wondering about.

Hanson's credentials to write about history, war and warfare can be found here. But hey, he doesn't have a relative serving in Iraq, so what the hell does he know?
