The Ganymede terraforming process in the book involved some kind of thermal "barrier" that trapped heat. Nothing was said about atmospheric pressure, but it may have been assumed there was a natural atmosphere back then. A crisis developed in the book when the trap failed, and there was a severe cold snap before it was restored.
