Actually, connecting Death Valley to the Ocean has crossed my mind. Not only for lowering sea level, but also for producing rain.

If you could make a basin in the Sahara and flood it, it might also help produce rain in the area. Purhaps nukes, or controlled asteroid strikes (Those present their own set of problems).
