"When he builds a model that works, call me."
I don't know if it's crap or not. The physics seems sound, but frankly, a lot of it's over my head. Bussard has a good reputation, but I have to remember that he wouldn't be the first famous scientist to go a bit around the bend.
I see a few uncomfortable signs that are common to looneys in this piece, including the dark hints about The Establishment keeping him down. Note the grumpy bit about the war in Iraq taking his funding.
I have no doubt that if he has a reasonable concept that somebody will drop the money on it that he needs. I wish I had a dollar for every unsung genius I've seen that just needs a few hundred thousand to build the Warp Drive. If I really had something like that in hand, believe me, I could figure out a way to come up with the money without wandering around complaining about it.
I don't believe that you need $100 to $200 million (the price given for a demo plant) to build a bulletproof proof-of-concept model.
I wish him luck. As with cold fusion, I would love this to work. But I'm not going to hold my breath.

I'll put this in the same category as I put most of this stuff...
