He is starting down the path of subsidies for basic goods. Nice for poor people but disasterous for the economy. If the price rises high enough above the fixed price the material/food will be purchased and shipped out of the country for sale elsewhere.
Its like a vaccuum, create one in economics and someone will take advantage of it.
