There is a term that was in wide use back then called "Finlandization." It described a nation that was not under direct Soviet control, or often not even communist, but because of the pressure of the Soviet bloc, somehow that nation usually seemed to align itself with Soviet interests, or at least, didn't oppose them. A nation considered by the Soviets to be "harmless," and of no concern in international relations.
You're right. In a world where the U.S. decided on isolationism and nonconfrontation in the Cold War, odds are the Soviets may not have taken over Canada if they had absorbed Europe and much of Africa and the southern part of the Americas. They wouldn't have taken over the United States, either. But you tell me who would be calling all the shots in issues like international trade, economic negotiations, or many other things that don't involve actual military force. Who would be running the planet on their own terms?
The current terminology in somewhat different circumstances is "dhimmi."
